Any app that works with PDF files will do. If you need to convert something, you need a converter. There are online options, and there’s a ton of them in the App Store.

At one point, I decided to find the most functional app for working with PDFs and stick to it, so I wouldn’t have to think about where or how to do something. If you frequently work with PDFs, I recommend doing the same. One of the most comprehensive solutions I’ve tried is Nitro PDF Pro. In addition to all the basic functions, it also has a Shortcut to rotate pages in PDF. I can’t say I use this function often or that I need to rotate PDF pages all the time, but it’s very handy on occasion.
